Dr. Forson’s Plan: A Double-Pronged Approach to Tax Reform
First up, the government is raising the Value Added Tax (VAT) registration threshold. This means that small and micro enterprises, previously exempt, will no longer be burdened with the complexities of VAT registration and administration. Dr. Forson argues that the current threshold, set in 2015, has become outdated and places an unfair strain on these businesses.
“Mr. Speaker, the real value of the VAT registration threshold has plummeted from GH¢200,000 in 2015 to a mere GH¢48,000 today. This has forced small businesses to register and charge VAT, increasing their administrative costs.”
But that’s not all. Dr. Forson also plans to scrap VAT on mineral exploration and reconnaissance activities. He believes this tax has deterred investment in the mining sector for almost two decades.
“By abolishing VAT on mineral exploration, we aim to encourage investment and revitalize Ghana’s mining industry.”
So, what does this mean for Ghana’s economy? Well, these reforms are designed to ease the compliance burden on small businesses and streamline tax administration for both taxpayers and the Ghana Revenue Authority (GRA).
“The increase in the VAT threshold and the abolition of VAT on mineral exploration are expected to simplify VAT administration and make it more accessible and manageable for all involved.”
